Regulatory Sandbox LAE Program

The establishment of LAE testing and data collection zones at Cyberport and the Hong Kong Science and Technology Parks Corporation (HKSTP), deployment of satellite communication and real-time monitoring systems, and resolution of technical bottlenecks such as electromagnetic interference and route planning create a safe and controllable testing environment to drive the LAE Index.


Greater Bay Area Collaborative Development Framework

The concept of a "15-Minute Cross-border Low-Altitude Corridor" was proposed, integrating Shenzhen's supply chain, Hong Kong's certification system, and international market resources to promote the implementation scenarios of such as drone medical delivery and intelligent inspection, fostering a cross-border low-altitude logistics ecosystem.

Samuel noted, "Hong Kong possesses unique advantages in financial services, legal systems, and alignment with international rules. It has assisted mainland enterprises in obtaining multiple international aviation safety certifications and has fed international standards back to the mainland, forming a mutually empowering industrial ecosystem."

He emphasized that "the crux of competition in the low-altitude economy lies in ecosystem construction." In terms of talent development, X Social Group has collaborated with Hong Kong Baptist University (HKBU) and City University of Hong Kong (CityU) to offer drone application programs, established internship programs, and implemented an "action learning" model to nurture young technical talent through real-world experience.

Our team has cultivated several project managers from the 1990s generation who successfully led large-scale drone light shows, leveraging the perspective of Generation Z to tell Hong Kong's tech story to the world.


Future Outlook and Recommendations for the Hong Kong Government

Samuel believes the low-altitude economy will reshape urban governance models and recommends the Hong Kong government:

  • Publish a LAE Index to lead international standard-setting

  • Establish a dedicated fund to support LAE technology research and development

  • Cultivate LAE unicorn enterprises


"The future of the low-altitude economy is not only a battleground for technological breakthroughs but also a competition for industrial ecosystems. As an international innovation hub, Hong Kong should fully leverage the advantages of 'One Country, Two Systems,' integrate Greater Bay Area resources, and write a new chapter of technology and cultural integration," Samuel stated.


"Our low-altitude economy extends blueprint from Victoria Harbour's drone light shows to the Greater Bay Area's intelligent logistics network, filling Hong Kong's skies with infinite possibilities."
