China's drone industry leads globally and the low-altitude economy, as an emerging economic form, is becoming a key driver for economic transformation in the Guangdong-Hong Kong-Macao Greater Bay Area.
At the ASTRI Applied Technology Summit 2025, Samuel Lam proposed the concept of a "15-minute cross-border low-altitude economic corridor in the Bay Area." By constructing a low-altitude flight network, cities in the Bay Area will be rapidly connected, forming an economic circle centered on low-altitude transportation. This will enhance logistics efficiency, personnel mobility, cross-border trade and tourism.
Hong Kong, with its unique advantage as an international aviation hub, can consolidate its position and strengthen collaboration with cities like Shenzhen and Zhuhai through the development of the low-altitude economy. The low-altitude economy is booming in both mainland China and Hong Kong, benefiting industries such as tourism, logistics, monitoring and medical emergency response. It also drives the coordinated development of the upstream and downstream supply chain. For example, drone logistics improves delivery efficiency and reduces costs, while low-altitude tourism enriches tourism products and promotes industry integration.
Hong Kong is focusing on establishing a drone reliability index to ensure stability and safety, which enhances operational efficiency and provides security for cross-border logistics and urban services. The low-altitude economy also reduces trade costs, promotes technology standardization and protects intellectual property. Hong Kong can leverage its legal system to attract global R&D institutions and establish international standards in the low-altitude economy.
By expanding market space and driving domestic demand, the low-altitude economy offers opportunities for Bay Area integration. Hong Kong can assist mainland companies in entering markets along the "Belt and Road"and in Southeast Asia. With its strong aviation network and research capabilities, Hong Kong plays a key role in the low-altitude economy's technology development and standard-setting.
As a strategy to address the U.S.-China trade war, the low-altitude economy enhances regional competitiveness and provides valuable experience for global development. Hong Kong should seize this opportunity to become a global model for the low-altitude economy through policy innovation, technological breakthroughs and regional collaboration.
