Hong Kong Low-Altitude Economy Regulatory Sandbox Project : X Social Group, HKT and Damoda Sign MOU on Drone Take-Off Reliability Index

Hong Kong, 5 June 2025 — X Social Group is pleased to announce a landmark collaboration with Hong Kong Telecommunications (HKT) and Damoda to develop the “Drone Take-Off Reliability Index” (DTORI) under Hong Kong’s Low-Altitude Economy Regulatory Sandbox. The three parties formally signed a Memorandum of Understanding (MOU) on 5 June 2025. This initiative will establish the world’s first safety benchmark for urban drone operations, marking a pivotal milestone in the advancement of the low-altitude economy and reshaping how urban airspace is utilised.


The DTORI framework will integrate real-time meteorological data, high-precision geospatial information, advanced drone specifications and AI-driven algorithms to create an assessment system that prioritises safety while ensuring scalability and innovation. Beyond technological advancement, the project aims to build a robust foundation of public trust as drones become increasingly integrated into daily urban life.
