HKSAR Government has appointed Mr. Lam Hon Yuen, CEO of X Social Group, as a member of the 2025–2027 Vetting Committee for the CreateSmart Initiative (CSI) under the Cultural and Creative Industries Development Agency (CCIDA).
Launched in 2009, the CreateSmart Initiative has long shouldered the mission of solidifying Hong Kong’s strategic position as Asia’s creative capital. Through strategic funding it spans both design and non-design sectors, championing the creation, exchange and international promotion of original work in fields such as art, music, comics, animation, film and cross-media. In recent years, its robust support has enabled a host of landmark projects to take root and flourish—among them HK Comics and Culture Exhibition Hong Kong Week 2025, the Hong Kong International Art Toys Expo 2025, and the 2024 events Hong Kong Pop Culture Festival 2025 and “Celebration of National Day - The Next Generation Chorus Performance. These initiatives have enriched local cultural life and elevated Hong Kong’s global influence in the cultural and creative arena.
With 15 years of cross-disciplinary integration experience, Samuel Lam specializes in fusing drone technology, immersive art and mega-event economics to advance Hong Kong’s “tourism + innovation & technology + culture” triad. He spearheaded the world-class Victoria Harbour drone light shows, drawing international media coverage and boosting tourism spending. He currently holds key posts on multiple education and industry committees, leading projects such as the Low-Altitude Economy Regulatory Sandbox’s Drone Take-off Reliability Index, incubation of young tech talent, and cross-border cultural-IP collaborations—work that earned public commendation from the Chief Executive, helping establish Hong Kong as an “international hub for the low-altitude economy.”
Mr. Lam stated that he hopes to leverage his new role as a central nexus for arts, business and education, fully aligning with government efforts to deepen mega-event economics and continually reinforce Hong Kong’s international position as a centre for cultural and artistic exchange between China and the rest of the world. He aims to inject an art-tech professional perspective into the CreateSmart Initiative, empowering Hong Kong’s cultural and creative industries to advance steadily along an innovative path and keep shining on the global stage.
