The HKSAR Government has officially announced the first batch of projects selected for the Low-Altitude Economy "Regulatory Sandbox X." X Social Group is proud to announce its successful inclusion in this inaugural government pilot list. Partnering with DAMODA and a cohort of leading low-altitude enterprises across mainland China and Hong Kong as core compliance partners, X Social Group is fully committed to spearheading the development of the Drone Takeoff Reliability Index 2.0 (DTORI).
As one of the officially designated enterprises driving this critical government policy, X Social Group, together with industry peers, pioneered the development and launch of the DTORI in September 2025. Today, this index has been officially established as the mandatory safety regulatory baseline and prerequisite standard for hosting drone light shows within Hong Kong's official regulatory sandbox.
Cross-Sector Giants Co-Create the "Skyline Trust Architecture"
Serving as a high-standard safety and trust framework for drone light shows, the Drone Takeoff Reliability Index is jointly advanced by a dedicated project committee formed under the "Mainland-Hong Kong Low-Altitude Economy Industry Alliance." The alliance brings together top-tier industry experts and technology leaders from both regions to ensure that the standards are highly scientific and practically viable. This represents a national strategic initiative mobilizing premier telecommunications, academic research, cybersecurity, and state-level innovation forces across Hong Kong and the Greater Bay Area (GBA).
